Victor Otieno MBA (Entrepreneurship), BCOM, CPA (K) is the county chief officer Digital economy and startups in Nairobi City County and former managing director of Viffa Consult and former Policy advisor to the Association of startup and SME enablers of Kenya (ASSEK) board.
He is a startup and SME policy advocate, entrepreneurship ecosystem strategist, author, startup thought leader and researcher . Victor is deeply passionate about the African Entrepreneur and has worked with over 500 organizations in over 5 African countries in East and Southern Africa.
Victor has worked with over 500 organizations including; AUDA-NEPAD, Ministry of EAC and Regional Development Department of Business Reforms and Transformation, UK Tech Hub-Kenya, Digital Africa, Afrilabs, GIZ, ICT Norway , I4Policy, Strathmore Business School (SBS), KCA Center for Entrepreneurship National Environmental Trust Fund (NETFUND), Bible Society-Kenya, TechnoServe ,Invest In Africa, Kenya National Federation of Jua Kali Associations (KNFJKA) Startup entrepreneur support organizations (ESOs)
including Ihub, Pangea, IbizAfrica, SOMO, Ongoza among others Victor has participated in SME policy discourse across the African continent such as framework for the development of the African union guidance note on corporate governance, targeted review of Big 4 sectors spear headed by The African Peer Review Mechanism (NEPAD-APRM) an organ of the African Union, development of Common Payment Policy guidelines towards a COMESA digital payment Scheme for Micro, Small and Medium Enterprises (MSMEs) headed by COMESA Business Council, Collaboration framework between MSMEs/Jua Kali and TVET sub sector in Kenya as well leading the technical working group that developed Kenya’s Startup bill.
Further Victor co-authored Agri Business Management Handbook published by TechnoServe and funded by USAID and Basic Entrepreneurship Skills Training Handbook published by KCA University, Victor is also a regular publisher with The Business Daily Africa and celebrated SME thought leader in Africa being a regular feature in both national and international media houses including Citizen TV, Nation TV, Kenya Television Network (KTN), CNBC Africa, BBC Africa among others.
